We often get asked if the card alone will work. We suggest that the card alone is unlikely to create a foundation within the community on which to base the following Phases. Experience has also taught us that unless the community 'own' the campaign, people feel they are not interested and put the card in the bin. We stress the need for full community engagement as explained in our Packs.
